1997 honda accord won't start
I had put a post up before about my situation but i think left somethings out. Long story short my car died on the highway. Pulled over once it started back up. Went half a mile it did a slight clunk and died. This time i when tried to start it, it sounded like a power drill. Did research its not the starter because i see everything moving when its cranking, the distributor rotor isn't spinning, but i see the cams moving thru the oil cap but it still sounds like a power drill.
I'm agreeing with everyone here, you've already done an excellent job of narrowing down the possibilities as to what could be the issue. If the distributor rotor isn't turning, your ignition system will cease to function, thus no engine operation. Remove the distributor and go from there. If the cams are turning, that is a good sign, more than likely the timing belt is fine, so the valves should be okay (otherwise it would be an expensive repair)
What comes to mind is the possibility is the notches between the camshaft and the distributor could break, or the distributor shaft is actually working but the distributor cap has sheared. Either way, further diagnosis will be made much easier if you remove the distributor.
I think you're already on the right track, just have to go a little bit further.

If the distributor rotor is not turning when you turn the engine over then you have a serious internal problem. On a 20 year old car its probably going to cost more to fix than the car is worth

It sounds like your distributor has succumbed to Red Death - internal rust so bad the distributor shaft has broken. Mark the distributor position and pull it out to check it.
It's obviously the rotor if it isn't spinning. You just have to pull the rotor shaft and hope it's the problem.

You narrowed it down to the rotor WHICH MUST TURN WHEN YOU TURN THE IGNITION SWITCH. So the problem is in the rotor shaft which has a gear on it. 97 is not old enough to rust out so it is unusual. The shaft is covered in oil.
Did you check to see if it had 450,000 miles on it?
The cam belt broke. The cam turns the distributor. The belt turns the cam. If you change the belt before it breaks, this on't happen, but it's too late this time. The engine is spinning like mad off the starter because there's no compression since a lot of valves are bent. The clatter was the pistons hitting those valves and bending them.

I did a compressin test, the pull start only gets the mower to 60psi but the drill gets the mower to 150psi. This mower does have a decompression vale where the ehaust opest about 1/8 of the way.
