91 Accord turn signal

I have a 1991 Honda accord LX 2.2cyl auto coupe. I'm having a problem with my drivers turn signal and can't figure it out. The turn signal light on the dash for the drivers side turn signal is always on. Now the turn signal works fine. All the lights are flashing and the bulbs are fine. But it is flashing at twice the normal rate. But the dash light is on but the turn signal itself isn't flashing. Is there any reason for this? Does anyone have any ideas on what it could be? I also checked the fuse and its fine and it is only the drivers side.

Your post is very confusing: Read what you typed:

1- "All the lights are flashing and the bulbs are fine. But it is flashing at twice the normal rate."
2- "But the dash light is on but the turn signal itself isn't flashing'

Which one is it? 1 or 2?
1- I've guessed either you have wrong/Burned out bulb (application) or wrong/Defected bulb socket. Or: Open in wiring, you'll need a wiring diagram for tracing, diagnosing the wire(s)
2- The flasher unit is out.
