How come car rear wheels won't move?

I live in northern Midwest state where it can get cold during winter. Below 0 sometimes

1995 Honda accord

I have not driven it since late January, and now rear wheels won't move. I try to back up and just lurches. I put it in neutral and nothing happens. It is parked on a some what back words slant. Transmission frozen up?

what can I do?

Added (1). If parking brake is stuck, what should I do. The lever is down

Added (2). and won't go forward

Someone could have set the parking brake…

Your parking brake isn't on right?

If parking brake was left on for that period, the cable could have rusted in housing not allowing it to release. Or if drum rear brakes and parking brake left on over that period, the drums could have rusted to brake shoes.

To check cable, pull up on handle if handle moves up much easier than past and stops all at once, would indicate cable rusted if housing.

If drums rusted A LITTLE power in forward and than reverse WITHOUT appling brakes with foot, repeating several times might break shoes loose from drum.

If down is off for the parking brake then it's not stuck on. It sounds like the shoes rusted onto the drums.
Gentle rocking MAY release them or a gentle tapping in the drums with a hammer may help. Remember the drums are cast metal so don't tap too hard or you could crack them

Bet the front brake calipers are frozen
