Is this LEGAL plate mounting?

There's 3 cars in my area that I'm wondering if they are legal or not. I live in Minnesota which is a 2 plate state. One car is a Honda not sure if it is a Accord or a Civic but its usually parked in a nearby street. I noticed one day it didn't have a front plate at all(mounting holes on bumper but no plate on bumper) I didn't really put much thought into it thinking it was just an out of state car until I saw the Minnesota Plate on the rear driving by. A different day I drove by it I noticed they somehow attached the front plate to the driver's side Visor. Is this legal?

2nd car is a Ford Explorer. It has no front bumper cover at all but instead of either drilling holes and mounting it to the bumper or zip tying it on they somehow mounted it ON the grille. Is this legal?

3rd car is a El Camino it has the REAR license plate in the rear window. The fact that "rear license plates much be lighted at night" is this legal display of a plate?

Mounting a front plate on the grill is legal, it may restrict the air flow for cooling somewhat.

In a two plate state, not having a front plate is not legal, nor is having the front plate on the dash behind the windshield.

The rear plate in the backglass (the correct name for the rear windshield) is also not legal

Illegal in mn.

Will the cops stop them, maybe.

2 plate state means 2 plates displayed properly on exterior of vehicle. Not upside down or sideways either. The zip ties are acceptable as long as the plate remains fixed and legible while driving(not flipped back or waving around) and the grille is acceptable if the plate holder or provision for it is damaged or missing. Rear lighting on plate is also required for visibility at night.

Second example is legal. Others not. But what business is it of yours? The police will notice it eventually, or if a state inspection is required, that will catch it. Not worth worrying about.
