Turbo or supercharger Honda accord?

You'll have to price some kits out to see what would be most affordable for you. As for best, that depends on where you want the power. Supercharging gives you near instantaneous torque and power off the bat but there's a bit more parasitic loss involved as the engine has to turn the supercharger.

With a turbo or turbos, the exhaust drives them so there's no parasitic loss but you may suffer turbo lag depending on turbo size, plumbing, programming etc.

Honestly, in all other apps that I've seen the cost of turbo or supercharging your car will be high because it didn't come that way from the factory. You mention rebuilding the engine as if that will be the only issue you face putting extra power in a car that was never designed for it. Do you plan to run the stock transmission? Better have a bunch of them lying around for replacements. How about suspension and brakes? Guarantee you won't be pleased with a stock set up running unicorn power. Axle shafts? Yeah, better get on that. The list goes on and on.

Considering the money you're going to need to drop into this car, the most affordable move would be for you to sell it, and spend the money on a car that is already at the power level you seek. I guarantee it will be a lot cheaper and a lot less frustrating.
