It means something is wrong with the heater circuit in the downstream (after converter) oxygen sensor, in bank 1 if the engine is a V6. It affects warm-up emissions monitoring but nothing else. It is almost never the sensor itself - I have never heard of a sensor being responsible for heater circuit codes - but rather will be a connector or control system problem - having a professional diagnose it from the beginning will save you money.
Looks like it's a problem with the oxygen sensor that has the heater on it. So usually you have to replace it.
You've not specified your Accord has a 4 cylinders or a V6. I'll have to discuss both engines but in general for code P0141 indicates a failed heater circuit on the O2 sensor bank 1 sensor 2 (After CAT).
For 4 cylinder: Straight forward: Only one bank so it's the O2 after the CAT.
For V6: Looking at from the front of the car Bank 1 is the REAR (firewall) and Bank 2 is the FRONT (radiator side). This link will show the picture: Including the torque spec for the O2 mounting bolt:

About 9 out of 10 Accord vehicle came to my shop with the code for heater circuit: The heater element has failed. Simple fix, replacing the O2 sensor. You can do a simple check: Check the resistance for the heater element at the sensor side connector, the two Black wires. Set your multi-meter to measure the resistance (Ohm). If the reading is high or nothing. The element has failed so replace the O2 sensor. It should read very little. This video will show you how to check into detail and sensor replacement:
If the element reading is good then the O2 circuit need to be check out, it could be a wire, connector pin(s) corroded or make poor contact and the worst one is the PCM (Engine computer/controller) is at fault and it need replacing and programing the new PCM. You'll need professional help on this matter. HTH
