Hi so lets start with how many miles has it covered over 100 k miles in gasoline engine it has lived on borrowed time. Over 8 years old the same issue. So what you have by the sounds of it if either of the two mentioned above are true is a very worn out old engine. So you need it re-conditiooned.
It could be a plugged catalytic converter. It could be the valves are tight. That's a common problem with Honda motors. The valves need adjusting every 60,000 miles. You also need to check to make sure the timing marks are right on. You may have had the timing belt jump a tooth or two.

I did a compressin test, the pull start only gets the mower to 60psi but the drill gets the mower to 150psi. This mower does have a decompression vale where the ehaust opest about 1/8 of the way. I tore the ead off and checked and cleaned the valves. They don't stick open. Could there be an issue with the decompression valve? Or would it be the piston rings?

- My car won't start but when I try to start it, it sounds like a power drill? I have a 95 Honda Civic and it does not start it keeps making a noise that sounds like a power drill spinning. I have no idea what it is or could be any more. I've pulled the starter and put in a new one and the starter is still not catching the fly wheel. I have even resorted to charging the battery, checking all fluids (transmission, antifreeze, etc.) and putting in 5 gallons of gas but still nothing, can't pay to get it to a shop. Anything helps thanks.
