Probably, because they were installed originally, but since hand/arm signaling is still legal maybe not.
Regardless of year, if the bike was manufactured with turn signals, they must be present and in working condition to pass inspection.
The only way around that law is if the bike was a custom build (ex - turned into a bobber, or a custom conversion like Orange County Choppers)
1968 CB350 came standard with turn signals. If the inspection form has a check box that says turn signals are mandatory, then you will likely fail the inspection.
Opinions don't mean squat. The LAW says you do not have to have turn lights.
