How to take off handlebars off a 2014 honda shadow?

Laid down my bike yesterday, my handlebars are bent, got some new ones, and i took the 2 bolts off the bottom of the handlebars, throttle, brake, etc, and it won't come off? Is there anything else i need to remove to loosen the handlebars further?

The handlebar risers get rusted into the rubber dampeners.
Spray penetrating oil into the fork bridge that the risers mount through.
Install the nuts finger tight.
Loosen the nuts a couple of threads.
Use a block of wood as a punch and hit the risers up and out.
Sometimes a pry bar is helpful to keep upward pressure on the bars.
If you use a pry bar - it's a 2 person operation.
One to hold the handlebars and pry bar - the other to hit the wood.
Use plenty of rags to prevent scratching any metal components.

Haven't worked on a Shadow but if the riser bolts are out the bars and risers should just pull off.
