The red-line (whatever your engine is) is close to the end of the road, little passed that and you're looking at a dead-end road, possibly one with no U-turn.
Any tachometer has a colored designation at the rev limit as a warning. It is usually red but I have seen other colors.
Modern vehicles have a rev limiter which will intermittently cut fuel to the engine once it reaches its peak RPM limit. While getting the needle in the red IS technically redlining most people use redlining to describe reaching the rev limiter.

This is a pretty dumb question. You literally answered it yourself. If you do not pass the redline then your not redlining your bike. If it redlined at 10k for instance. And your riding it at 9900 that's pretty much redlining it.

Heres the problem-how well built is the engine?-I have heard that the bike top speed is no more than 90mph but the reason I ask is because wether I get this bike or the CBR929RR am going to be riding around a lot especially long highway journeys. I would add a high air flow air filter and an exhaust system to the CBR250R so that would be a noticeable power increase for this particular bike I'm sure but IS IT OK TO KEEP IT CLOSE TO RED LINE FOR HOURS?
