My Honda 300ex battery is reading 11.49 volts. Is this enough to start the bike?

Ok, so I have a 2001 Honda 300ex ATV and my bike recently started making a noise when I hit the starter button. Its not a clicking noise it's more like a whine. Like there's not enough charge in the battery. I thought it may have been the starter so I swapped the starter out. Its still making the same noise. Like it wants to start but doesn't have enough power. So, I put my multi-meter on the battery and it's reading 11.49 volts. This should still be enough to still start the bike or should I charge the battery to it's full 12 volt charge?

If a 12v battery is only reading 11.5, it's basically flat. You need to recharge it.

A good battery should read slightly over 12V with no load being drawn.

The battery should read about 12.5V so it a bit short of that.
Charge up the battey and try again. It may start okay at first but it may also be going down-hill so be aware that a new battery might be the best result.

Bad battery, probably. Have it load-tested. Learn battery maintenance.

Charge the battery to a full charge of 12.6V.
Put your meter across the terminals and read the voltage as you try to start. If voltage drops to or below 10.5V, replace the battery.

Locate the whine noise,
If it is coming from the left crankcase cover, the starter clutch could be worn out and slipping, causing the noise.

No 11.49 is not enough to start it, check yiur alternator

Dead cell on the battery, it won't crank, you could try a push start. Don't know what kind of battery is on it but if it has removable caps on the cells a little distilled water in a low cell may give you the power to start.
