Fuel pump or fuel filter?

Took my 2000 Honda Accord Lx to the dealership and they stated that my battery, alternator, and starter were fine. At least once a week or every other week my car won't turn on and will just crank. I thought it was the battery and just when I was going to have it towed the towing guy said it wasn't the battery but probably a problem with not enough fuel getting to the engine. If my car cranks and won't turn on but then will start perfectly in about 12 hours or so without any sound or knocking at all! Does this sound like the pump or filter or possibly something else? Again this car makes no odd sounds at all but just won't start a few times out of the month. Check engine light is on and I haven't purchased this car in 2013 while in high school and haven't gotten the fuel filter changed since. Bought at 45,000 miles now at 148,000 miles.

Unless you've been getting your gas out of an old rusty barrel in the barn, can't remember the last 'clogged' fuel filter i heard of… Did you check the fuse for the electric fuel pump?

At 148K the Fuel Pump has lived a full life. Not many even last that long. If it weren't for that mileage, I'd suggest you check the Fuel Pump Relay and spray Starting fluid in the the Intake to confirm that it's a Fuel Delivery problem. Look on Youtube for replacement, it may be under the rear seat cushion and easy. Don't buy a Chinese Pump. Get a good deal on a Denso or other name brand online.

Get an OBD2 code reader and use it. That will tell you where the problem is.

The problem is obvious - - defective owner

You need a new pgmfi (main) relay. Web search: "honda main relay"

I would replace a twelve dollar filter before a hundred dollar pump. You need a filter any way. Never replace a fuel pump without having it pressure tested first. That is the only way to know if it is bad.

I seriously doubt it's the fuel filter. It could be the fuel pump. What is the code for the check engine light? That could be your problem right there. Also, if you want to save money, buy a fuel pump on ebay and pay a mechanic to install it, much cheaper.
