I have a 2005 Honda Civic Accord with 28,000 miles. My air bag light on the dash board went on?

Am I in danger?
Do I have to take this to a dealer of can a regular mechanic diagnose and correct the problem?

Not in danger per se, but your airbag probably won't work if the warning light is on, so if you have an accident you will not be as well protected.
You will probably be ok taking it to any mechanic for it to be checked as newer cars are all OBD2 compliant so they can plug in there computer and read what the problem is

You're not in immediately danger but the SRS could be in disable mode depend on the defect/cause and the air bags may not deploy if your car involve in an accident.

The most common cause for the SRS light is the driver seat belt buckle or seat sensors and yes, any repair shop will be able to retrieve the SRS code, go on with the diagnostic procedure find the cause that triggered the SRS light/ code and corrective action will take place.
