Buying a used car with that many miles is never "safe" unless you thoroughly check it out for mechanical condition and maintenance history. If you don't have the knowledge and skills to do that then hire someone who does. Never trust the word of the seller.

Maybe, if the seller can show you proof they have properly and completely serviced and maintained the Honda throughout its life. If they can it has a lot of potential. If they can't the choice would be very risky.

Impossible to judge by that small amount of information. Get a carfax report on the vehicle, check for salvage title, check for accidents, check to see if it's had regular maintenance. If ANY of those are a problem, don't buy it.
4 or 6? Man or Auto. These cars had issues as all cars have some. Auto trans was weak on these. Electrical gremlins. Yes. PS hose leaks. Must be inspected by your mechanic and if ok haggle. Start at 3,000.
For me, checking the maintenance/service records is more important than the mileage.
Wife and I had an 04 Accord 4cyl, and about 60k miles into its life, the transmission needed replaced. That year is the 7th generation for the Accord, and it's a poor generation for Accord.
If the transmission has been replaced recently, I'd say OK to purchase, but try to get it for $3k and under.
