Might buy a 1993 Honda Accord. Should I buy it?
Seller is asking for $1,200. Kelley Blue Book values it at $1,087. Owner said the right front shock may need to be replaced soon. Needs an antenna for the radio. And the cable for the hood latch needs to get fixed. 166,000 miles on it. Is it worth it?
Take it for a half hour test drive. If that's all that's wrong, offer $800. But, its worth $11-12 I suppose.

Kind of hard to check out if the hood doesn't open. Front shock could be a broken spring too. Eyeball them at least.
If the timing belt has not been replaced recently (interval is every 90K miles) it is not worth more than $300 because timing belt replacement will cost you another $500 or so. If you don't keep up with the belt change the belt will break and the car is not worth fixing. Part of the problem is car is not really worth a mechanic's pre-purchase inspection unless there's a receipt for timing belt replacement in the last 50K miles. DO NOT accept the seller's assurance. Most people who are aware of the belt sell the car when replacement is due; ones who are not aware of the belt let it go way over the replacement interval. There's also a high incidence of head gasket failures in that era Honda. My daughter had a 1993 Accord for ten years and I wouldn't touch another, and those known problems are a real red flag to me.
Because these things need doing, it tells me the car has not been maintained well. Don't buy it

First ask him if the title is salvaged if it is then I wouldn't pay more than $1,000 then do a check and make sure that there's no recalls on that year and model and if there's not I still only pay $1,000 I would reference Kelly Blue Book value then go to him with cash in hand
