My 98 Honda accord won't do anything when clutch is in?

Bought new switch behind clutch has a black button that goes in and did nothing took it out pushed with hand starts up tried old one and is good. It hangs down by clutch I have to reach down to start with hand is clutch bad and need replacing?

Clutch or switch needs adjustment.

Sounds more like a cut-out switch which should be behind the clutch pedal so it operates with the pedal depressed. It's there so the car won't start without that pedal depressed. It shouldn't be hanging down. Find out how it should be mounted and put it in its correct place.

No - just the way the switch is not working correctly with the pedal

Switch needs to be mounted and adjusted so it operates properly with pedal movement.

If the clutch pedal safety switch is "just hanging" the clutch pedal can't complete the circuit to start the motor. Get the switch mounted and adjusted so it works properly. There's nothing wrong with your clutch if the car drives normal once it's started.

Stick your head down there and see why the clutch pedal is not contacting the switch.

Nothing to do with the clutch. More to do with the alignment of the pedal hitting the button.
It is missing it. So reposition button so it is under the clutch pedal when you press down, as that makes the connection. You could also bend the pedal over(if your were the Incredible HULK) but am doubt you are he, you are just average person with average strength.
. This is all a mechanic will do, so WHY be different?
But, be fully aware you are STUCK WITH THE NEW BUTTON. There's a NO RETURN POLICY ON electrical items. Once you bought it, it is yours.
. That is standard policy with any shop for any car that sells parts.
