1996 swapped civic troubles 3000 rpm rev limit?

I'm having some issues and hope i can get some help i did not do the swap i got the car this way and have limited knowledge of the car. Its a 96 civic ek, the motor and trans is from a honda del sol si b16a3 92k miles. The issues is that the car won't rev past 3-3500k rpms its acting as if its maxed out, stalling, rough idle. It has a check engine like which i believe pulled for cps maybe ill have to double check… Okay so the weird thing is i got to messing with the car and i pulled the evap solenoid off and ran the hose from canister directly into intake boom revs out as many rpms as you want but still has rough idle and stalling and sound like an air leak think because of to much pressure on canister, plug that evap solenoid back up car runs rough air leak is gone and back to 3-3500k rpms limit, i know this isn't well put together but i hope someone can make sense of it and shine some light lol ideas please thanks in advance
