Yes, its ok. The 195's are just a little bit wider is all.
Your speedo will be off a bit, as the tires will be a tad taller.
Ideally you would stick with the OEM tire size but a 195/65R14 sized tire would still be applicable for your Civic.
To keep the same ride height, you would need 195/60x14
The 195/65/14 will be about a half inch taller, which isn't negligible, but also isn't a huge difference. Around town fuel economy will be slightly lower, highway fuel economy, should be slightly better, the speedometer will read low by about 2%.
