1999 honda civic sedan lx a/c condenser fan won't turn on?
I checked the fuses all good. Checked the relays all good. Also checked the voltage at the connecter and it's receiving 12v. The radiator ran is running. The compressor itself engages. The a/c is on and the fan still doesn't turn on I've checked the fan using an 12v dc power supply and it worked. So what could be the problem. Blower motor also works.
According to your description: Check the relay and its wiring, the ground, the condenser fan motor wiring.

Three fuses: 17 (7.5A) is at the under dash fuse box, 47 (7.5A) and 56 (20A) are at the under hood fuse box.
At the AC control panel, there are three connectors. A: Has 8 wires, B: Has 20 and C has 12 wires. Look at A6 (Black wire): Should have continuity to ground. If not: Repair the open/cut wire from there to G201 (Under dash)
Do you have power at the Black/Blue wire at the motor side? From the motor, at the connector; it change to a White wire and go to #5 at the relay socket. I think this is where the problem lay: Open/Cut wire.
Do you have power at #2 and #4 at the condenser relay? If so swap the relay with the Radiator fan relay, if the condenser motor run: You have a bad relay.
If not, check for the Condenser Fan control signal at A27 (1.6L with M/T) or A20 (All but 1.6L with M/T) at the PCM. "A" connector. It's a Green color wire

The A/C condenser fan relay is defective. This relay tells the fan when to come on. Replace that relay. Owners manual will tell you where it is located.

However, the repair shop doesn't use parts from the original manufacturer. The owner told me that the aftermarket condenser has the same specifications though. My concern is that the dealer warned me about aftermarket parts because the pressures involved could mess up other parts. Should it be okay as long as the specifications are the same?
