2001 honda civic Heat shield?

So for a while i couldnt drive my 2001 honda civic for more than 40 minutes without it overheating.
i took it to a shop and it turns out my headers where the problem and i had them replaced.
i brought the car back today and looked under the hood and noticed that the heat shield was cut!
The 1st picture shows the heat shield in tact (its not my car)
the 2nd picture., shows the heat shield cut in half is this bad? Was it done on purpose?
should i be concerned? (rust is due to previous owner living by the beach)

However when ever I drive it over 50 mph it starts to over heat and water is spraying out of the radiator through the top were cap is at. My radiator over heats the hoes swells but there's no leaks no smoke coming from anywhere the water in the radiator bubbles up when I take the cap off I even put some stuff in it to help cool it down didn't work.   • 2005 honda civic went from having heat only when you are driving to having no heat? Have replaced thermostat twice, replaced the water pump, the heater core and the low idle valve. The system has been flushed ever time. It's went from having heat when you moving to having no heat at all.
  • 2002 Honda Civic Heat and A/C problem So my heat and air do not work at all. All the fuses are good, blower motor is good, replaced the resistor and the fan works when we tested it but still nothing. I mean nothing works at all. I can't even use the back window defroster. Does anyone know what's wrong or has anyone ever had this problem?
