Its likely not the inside, its the outside thats hazy, get some 300 and 800 grit sandpaper, and some UV resistant, non yellowing clear coat (in a spray can). Get the headlight wet, and go in curcular motions with the 300 grit sandpaper while making sure to keep it very wet, after about 5 mins, stop with the 300 grit, and dry the headlight off, completely, when its completely dried, it should look white, thats what you want, if it still has yellow haze, keep wet sanding with 300, if its white, then do the same thing with the 800 grit sandpaper, once done with that, dry it completely, and then let it sit for about 1 min. It should have a white haze after 1 min. Then, get your clear coat, and spray one light coat of it on to the headlight and let it sit for a few mins, after its done, do 2 more med thickness coats and you should be done after it dries!
