No far too high a mileage for a 10 year old car. Look for something else.
Only if it was extremely cheap and came with a fully documented maintenance history proving nothing had been skimped and everything had been done at the correct intervals.
If it's done 23k miles per year on average for 10 years then it's likely only had one totally cold start most days. But it's still taken a pounding to the suspension and steering components, and many electrical switches may be almost knackered. The drivers seat is also likely to have sagged.
But if you can accept it will probably have regular wear-related component failures and cost more to maintain than usual, it could be a worthwhile purchase but only if there are no major existing faults, good tyres and a very low price.
Many Hondas wear high mileage well, and unscrupulous used car traders often seek them out so that they can cheaply "refresh" a few worn bits like the pedal rubbers and maybe the steering wheel, and then get the mileage "corrected" to something much lower which sells for far more profit.
I would not. My personal rule is that I will not buy a used car with more than 50,000 miles on it.
