Brakes slowly start to lock up. After time, they release slowly?

If I leave my car sit for hours, the brakes will feel normal. If I drive and use the brakes, eventually the brakes "lock up" (I believe because of the brake fluid not being released from the lines) Would this be a master cylinder malfunction? Or could something be stuck in my lines?
Any estimate on a repair cost? Should I just take it to a shop (I'd hate to be told I have to replace lots of brake parts if it could be solved with a brake system drain or something simple)
The vehicle is a 2001 Honda Civic EX (with ABS)

If someone played with the brake pedal rod adjustment that is exactly what happens. There must be the proper amount of free play in the brake pedal rod. 1/8" to 1/4" is average required free play adjustment. Use your hand to feel if that's what you have. If not shorten the brake pedal rod until you do have free play.

What thebax said plus - I've seen a pretty common problem on Kia's where the rod between the master cylinder and the booster causes exactly the same thing. If you remove the master cylinder without disconnecting the hydraulics you can pull the master cylinder aside and reach into the booster with a pair of pliers and adjust the rod inside it. You need to shorten the rod a tiny bit, many other cars have the same setup.

Or when i get the title and send him the title?

The clutch feels backwards now, won't switch gears unless the car is off and the pedal is all the way up. When you start it in gear it will not come out of said gear unless you turn the car off. The clutch pedal will get stuck down and the car will roll in whatever gear you put it in, when putting the clutch pedal down is supposed to release the clutch… It does not
