Changed the timing belt in our 2002 Honda Civic but it still won't start? Out of time?

It still won't start? As in, it wouldn't start before you changed it? What made you think it needed changed?

What was the reason for the T-belt replacement?: If the reason was a maintenance related then it's a good chance that the timing marks were off. Recheck the timing marks as shown:

If the reason for cause was a broken T-belt then the valve train could suffered damages from the broken belt. Recheck the timing marks, connect a vacuum gauge to a vacuum source on the intake manifold and watch the gauge indicator while cranking the engine: If the needle jump up and down, the valves are bent.

I addition to the vacuum gauge test: A cylinder compression reading and a cylinder leak down test can be perform and the result of the reading will tell you that the valves are bend or not. If bending occur then the head need to be send out for services/ repair at a machine shop.

It stopped on an off ramp and wouldnt start again. We ran some tests to determine it was the timing belt. Upon changing it, the grooves on the timing belt were worn off on part of it. When we went to start it after the replacement was done, it didn't start. It turned over though. When we unplugged a part (can't remember which one), it started as long as it was given gas it stayed on. Thinking that the timing wasn't right because they couldn't remember if they set it right.
