Did Barack Obama tell Honda they had to build better cars because they were building them too cheap a few years ago?

I heard on TV once a report that Barack Obama told Honda they had to build better cars because the quality was just too cheap. Better or they would not be allowed to sell here in the US. Or maybe I heard wrong and he said they had to get better gas mileage. But I think it was about cheap quality and ripping people off. The reason I ask is because when he said this I went outside and took a look at my moms brand new Honda civic and the quality in fact did look cheap, the inside especially, it looked like flimsy recycled plastic.

They build better cars than Chrysler, Ford or GM.

One reason US cars are so unpopular in Europe is due to the rubbish quality. The dash often looks it has been cut from an old wheelie bin.
Honda are popular due the quality of the build.

Why would Obama know anything about cars? Honda have a great reputation in the UK for build quality and reliability.
How on Earth can a car be too cheap? Maybe he was on the whacky baccy?
