How to know if timing is right?

I have a 95 honda civic and want to change the timing belt. I don't want to mess anything up so how do I know if the timing is right or basically how to set the timing?

There's valve timing and ignition timing. Need to be more specific please. You need a timing light for ignition timing… And you need to visually check belt alignment marks. If it ain't broke… Don't mess with it.

It is the BEST one using the FINEST rubber and bearings known! It is usually less than $125 for a HONDA. NEWER HONDAS have NO belt, but CHAINS< thank GOD for that one! BYE NOW!
