Yes, they are.

The 17 inch diameter is find, but the 9 inch width won't hunt. The widest rims you could put on your 2006 Civic, regardless of trim level would have a width of 7.5 inches. You might be able to get away with the use of 8 inch wide rims but there's no way in hell a 9 incher is going to fly.

Depends on how high the sidewalls on the tires are. The whole assembly should not become a larger diameter than the original wheels and tires were. Another issue is fitting the tires within the fenders.

Those rims should fit if they have the right offset. Watch the tyre clearance though
