Look on sites like kellybluebook or edmunds.com. There you can type in the make, model, miles, and other features and determine what third party pricing should be. I think $1100 is too much for that many miles for a 1990 car.
Can the seller show you proof of all full and complete service and maintenance records? If so, it might be worth $900 if fully functioning.
