I have a 1999 Honda Civic, would that be considered a classic car?

20 years or older are considered classic cars. But most people would just call them antiques and save the term CLASSIC for something like a 64 Mustang or GTO.
By a broad definition it could be considered one, the State I live in you can't get collector plates until 30 years.
I've got an '88 Harley, a 95 Ram Diesel and an 99 Ram Diesel. I would just consider the trucks as old. The Harley has collector plates.

Depending on the manufacturing date. For example, my father (though it was originally my mother's car in 2003) owns a metallic blue 1996 Honda Civic LX with over 272K miles on it and if you open up the driver door and read this white sticker, it says that the manufacturing date was "2/96" (basically February 1996) and was assembled in Canada.
So by February 2016, it was considered a "Historic" car as it officially turned 20 years on that month and year. So check your Honda Civic's manufacturing date to see if your cars already had its 20th birthday.
But do keep in mind that if you ever do decide to get a "Historic" license plate, you don't have to pay insurance for your car, but the catch is that you can't daily drive the car anymore and can only be driven to a car dealer to be repaired, on a tow truck, to a car show (normally in August), etc. Only. Otherwise the police have a right to pull you over and can give you a ticket/citation.

An old car is never considered "classic" just because it is 20 or more years old. Nor just because you can now buy "historical Vehicle" plates. The MVD/DMV just likes the extra fees. I can't stand seeing these plates on 1986 Nissans. They really only belong on cars from mid-seventies and back. Look good on a '64 bug.

Car clubs must vote on it. "Classic" means 1945-1972; even then; has to be distinctive or historic. Some clubs cut off at 1948. Almost all agree to only American-made vehicles, too.
A '57 Chevy is a classic. A Nash Metro isn't, nor is a Gremlin or Pinto. Nor is your '99 Civic. It Might be a modern custom or exotic. You might argue the first year Civic CVCCs should be a classic, as distinctive and historical. Some argue DeLoreans, X-11s fit this, too.
