Is a Honda civic si coupe 2000 better than a Mini cooper s?
What are the pros and cons about both the cars.

*Reliability

And also about how expensive the parts are.

The Mini is better in almost all areas except reliability and the cost to repair is much higher. Also the Civic is bigger with more cargo space. Its generally going to be more reliable and parts are cheap compared to the BMW owned Mini brand. Overall I'd say the Civic is the best choice.
But the Mini has MUCH more personality than the Civic.
Consumer Report recommends normal minis, but not the turbo. They recommend all Civics. As mini is basically a BMW product, parts and service are rather expensive. The mini get's better mileage.
The mini is cooler. I'm very practical. I would love a mini turbo, but if I had to choose between the two, my practical side would win out and I'd get the SI. I have a 2006 Accord coupe. Six speed, six cylinder. It will beat both the mini and the SI in 0-60, and gets 30 MPG all the time, and 33 on the highway. On regular gas. I'm sticking with it unit it dies.
