My 1997 Honda Civic LX radiator fan never seems to spin. Car does NOT overheat. What's going on?

The car has been like this since I bought it in January.

That's normal if you don't have A/C. That engine is so efficient that it usually doesn't turn the fan on unless ambient is 90° or above. My old '97 Civic DX's cooling fan relay broke from the fan shroud getting filled with ice and jamming the fan, and I didn't replace it for a year because the temp gauge never indicated above normal. (I live in a remote, cooler Northern area and mostly drive on the highway, so normal air flowing through the radiator was enough to cool it properly.)

That said, if you drive in stop-and-go traffic or the outside temperature does start to rise, overheating WILL cause severe damage to your engine VERY quickly. Make sure your cooling fan fuse is good. Take it to the dealer or other competent shop if you need help.
