My '98 Honda Civic windshield wipers won't stop?

They will not stop when I put them into the off position. How ever if I put the switch into INT and find a spot it will stop.

I guess my question is do I need to replace my windshield wiper motor, or the switch?

No

I'd say the switch. It's in the steering column, right? That's a pain.

If it was my 20-year-old car, and I could find the right wire under the dash, I'd just install a separate master switch for the wipers. Easer than tearing apart the column.

The first thing I would do is run a new ground wire to the wiper motor housing and see if that works. Sometimes wiper will not park when the ground is bad.
Do a search on youtube just in case it's a common problem on your vehicle.

Switch is sticking closed. Replace the switch.

The fact they will stop when you've selected intermittent wipe suggests that the fault is with the self-parking function on the wiper motor.

That can be caused by a simple loose or corroded connection to the wiper motor.

The switch.
