My car won't start but when I try to start it, it sounds like a power drill?

I have a 95 Honda Civic and it does not start it keeps making a noise that sounds like a power drill spinning. I have no idea what it is or could be any more. I've pulled the starter and put in a new one and the starter is still not catching the fly wheel. I have even resorted to charging the battery, checking all fluids (transmission, antifreeze, etc.) and putting in 5 gallons of gas but still nothing, can't pay to get it to a shop. Anything helps thanks.

Starter drive gear is not engaging ring gear on flywheel/flexplate. Check solenoid to starter, and inspect teeth on flywheel. If worn, ring gear has to be replaced.

Did you replace the started bendix?

If it's not the starter, or the flywheel or the bendix or the solenoid, you Might have broken the timing belt and the whole engine is not turning? Check the timing belt.

The teeth on the flywheel are worn off. Turn the engine front pulley a little and try again.

I was driving my car when I heard a ticking sound I stopped at a gas station to put gas when I turned it on ti leave the car moved 5 feet and turned off I tried to turn it on but only got a drill noise I changed to started I changed to alternator and the battery same thing happens does anyone know what can it be
