How fast do insurance claims get handled? (Car bumper scraped and paint came off)?

I awoke to see my car with about a foot's in width and length scratch/scrape along the left side of the bumper. I already know who did it (Family member who rents), Paint came off on certain portions of the big scratch/scrape and it just makes the front end look awful.
so what is there to do now? And how fast do Car Insurance companies take care of these types of problems.
It's depressing, because I just bought this car 2 weeks ago.

Trade in my car upside down?

I have 2013 civic and I want 2015 optima. My car value 12000 and I owe 15200. That's 3200 upside down? I like my civic but the thing is it's been giving me lots of electrical problems (warranty available) i've take the car about 13 times to diffrent dealer Honda and they only took me 2 times to check my car the rest send me home. They say I have to take the car when it's happeing but I take it when the problem not happening… Last week i was taking the car since it was causing the problem on my way but I get there and it stop so they send me home… And I'm tired of this back and forth they won't fix it. At all so I want to trade it in… I have $500 for down payment for next car… Is it worth it

Which car is a better deal?

I don't have good luck with used cars… In the past 7 years, I have gone through a Cadillac Catera, a Chevy Lumina, and a Honda Civic. The Civic lasted the longest, but developed electrical issues at 156k miles that the dealership couldn't resolve. Both other cars had major problems at 100k miles.

So, what is a better deal? A certified used Honda Civic for $13,000 with 65k miles, or a brand new Nissan Versa sedan for $13,000? I can't really afford more than $13,000 right now.

Added (1). Or are there other cars in the same price range that are a good deal?

Replace 11mpg 184,000 mile suv with efficient city car?

I'm 18 y/o senior in high school and I drive a 2002 mercedes ML320 v6 awd SUV with 184,000 miles on it I have been driving almost a year. My goal is to convince my dad to sell the SUV and get a smaller car with way better fuel economy. I live in San Fran so am constantly in bad traffic driving up and down enormous hill, tons of stop signs so no matter what I can't get above 12 MPG city. Usually its closer to ten! The best was highway 18 mpg. Rated @ 14/17. I track the fuel use exactly because the gas gauge doesn't work at all. I keep the car full and track the miles driven. Its always in the shop with expensive repairs(mercedes!). I use it to haul my brothers and sisters across the city B/C my parents are divorced. The car is a family car but I wash/wax/vacuum and pay half my insurance and most of the gas, i'm very responsible with the car.In the summer I worked full time and paid All the gas. Dad has an 06 ml350 almost same car also with awd for going to the mountains. I'm stuck paying for tons of gas even though I use the car to haul around my siblings! So why not sell the car for the 2800 dollars its worth to get a 5-6k$ 4 cyl at less then 100k miles. Maybe scion xb, subaru impreza, corolla, honda civic hatch, honda civic hybrid, honda fit… We could be using a third the amount of gas easily and not have to replace the brakes every 20k miles or pay for MBZ parts…
p.s his main reason for keeping the car is that it has no payment and that it is very safe
