Cooling fan not working, 2004 Honda civic?

I've unplugged the temp sensor and put a wire in the plug to test the fan and it comes on when I do that, so the relay has to be working and the fan isn't broken either. I switched the Temperature sensor hoping the old one was just broken, but my car's still over heating and the fan won't come on. It was working perfectly fine until just last week. Anyone know what the problem could be?

I got my Civic in 2014 from a Honda dealer. 1yr later I notice the paint starts looking dull & the hood looked like cracked paint. I happened to get a letter: certain year models had a recall for the paint. I took it in. The guy told me my car wasn't eligible. I figured I just have to deal with it.4yrs later the paint looks WORSE & I kno this isn't right. I research online, come to find out my car WAS eligible for repaint Years ago. So I called Honda Motor company & they told me to take it to my dealer to get an estimate. He takes it to the body shop & said he'll email info tomorrow. 1week later I call him to see about the info. He said he's waiting on Honda to send him a new template.A month later, nothing. I call Honda MC again. They sent my case to a manager to act as a liaison between the dealer and me. Finally took my car in. When my car was in shop they didn't give me a loaner. 2wks with no car. When they finished, a friend of mine wanted to check it out. Immediately he says "nope, it's got orange peel everywhere, he didn't cut & buff it" There's damage to my window moldings, paint, very dusty, damaged my emblem. I took itback, he says "I'm not buffing it, I can't do anything about the molding. I'll buff for $500". Then "$300, & I'm not going crazy on it I got paid to strip&paint" Then says he has a guy for molding for $35. I should've left but I wanted the top done. He left it in worse condition. On my way home a piece flew off. The molding he"fixed" flops while driving.

Can I spray paint my Honda Civic sport 2019 rims?

I recently got a Honda Civic sport 2019 in modern steel color and I noticed that the rims color from the sunlight looks like a dark silver color and I wanted it to be black because I think it look better but i don't know if it's safe to spray paint a new car rims when I haven't even fully paid for it

Would a major rainstorm cause my car to not start on the first two tries?

I'm in Maryland and there's a flash flood warning. It's raining heavily here. My car runs poorly in bad driving conditions such as when it's raining heavily like right now and high altitudes. It's a 2009 Honda Civic. Would a major rainstorm cause my car to not start on the first two tries?

2000 honda civic coolant overflowing out of overflow?

Ok so just bought this 2000 civic lx about a month ago with no issues until the other day when i got to work i was letting the car idle for a little and noticed the temp start rising while parked. Shut it off and let cool down immeditly. Noticed the fan was not kicking on and tested the fan and relay and they worked so i went ahead and replaced the thermostat and coolant fan sensor, drained old coolant and flushed it with water then added new coolant and burped the system. Now car does not overheat when stoped and fans kick on and off like they should. However once i drive it a little far i notice the coolant overflow fills up and overflows. You can hear the overflow tank bubbling at times. So did a block test on it and it passed multiple times… I also tried re burping the system and bubbles will go away but when i give it a little gas i notice some bubbles come up don't know if this is normal? I have had these issues before on a previous car and it was a blown head gasket but that car would overheat everytime i stopped and failed the block test. THIS car however is not getting hott anymore when stopped, fans kick on and off, temp never gets warm but it continues to overflow? Any ideas what this might be?

Also oil is clean and no smoke out the exhaust.
