What steps do i do after buying a used car?

I just bought a honda civic hatchback 1995 automatic. He didn't have the pink slip but he had a bill of sale and papers from the auction he bought it from. Me and my brother checked the car and it has no major problems. Runs good no check engine light either. Anyways! I bought the car so i have the bill of sale and the papers from the auction. I was going to smog the car today but my brother said i need to registed it first. So i was wondering. What steps do i do step by step? Tags were due july but i just bought the car so i need new up to date tags. I know i need to register it, get tags, smog the car, and insure it. What other things do i need to do? And in what order. Thanks for your help. I live in california by the way.

He jumped title and stuck you with a car you won't be able to register. If he bought it he can't sell it because he never put it in his name and did the needed things like the inspections and smog checks to get title and registration on the vehicle.

A bill of sale is worthless to transfer ownership.

In California, the seller is responsible for the smog check test, if it doesn't pass, the seller has to pay to fix it, or you can choose not to buy it. Go talk with the seller and have him run the smog test on it first, then if it passes and you decide to buy it, check with the DMV first, an auction vehicle usually has a temp paper plate, or a transfer of registration document, there's usually a copy of a smog test if one was done recently, they are good for 60 to 90 days for DMV transfer purposes. A bill of sale alone will not get you very far in getting it into your name. You should have demanded more documentation from the seller, before you paid for it!

The vehicle will need to pass emissions testing BEFORE it would be eligible for vehicle registration. Secondly, and maybe more importantly, you will never be able to transfer title into your name until the seller provide a clear title. Simply having the bill of sale is not sufficient to transfer title.
