Would a major rainstorm cause my car to not start on the first two tries?

I'm in Maryland and there's a flash flood warning. It's raining heavily here. My car runs poorly in bad driving conditions such as when it's raining heavily like right now and high altitudes. It's a 2009 Honda Civic. Would a major rainstorm cause my car to not start on the first two tries?

Make sure battery cables are tight and clean. Having quality spark plugs and wires changed on time is also a good way to ensure a prompt start and fuel consumption.

Obviously WATER is causing the problem, right? Buy a can of Ignition Sealer, it's a waterproof spray coating and a tube of Dielectric Grease. Look online for the LOCATION of the Crank Sensor, Cam Sensor, MAF and MAP and disconnect them apply the dielectric grease inside the connector and plug it back in. Do that to all the connectors you can find, coils, injectors and other sensors. When you're done spray everything you greased with the Ignition Sealer. You should notice a difference. The MAP might be your Altitude problem. Make sure it has Vacuum when running.
