Would a two-seater make a good first car?

I'm getting my first car soon. I'm thinking of a MY00 Honda Civic and putting a half roll-cage in it because of how unsafe the Civic is.

Where I'm, the law is that you can only have half roll-cages. If a half roll-cage is installed, it must be in the back of the vehicle, and the rear seats must never be used to transport people.

There should be enough room to put the dog in the back (providing the bars have padding), and some objects through the bars.

I'm thinking about the Civic because of how cheap it is to run, insure and fix.

Is this a good move? Or should I just get a safer car?

I think you're underestimating the crash worthiness of the Civic.

But if you really think that the Civic is that unsafe, go for another vehicle.

No two seater is a good first car. Very expensive to insure.

And installing a roll cage would cost a lot and actually decrease the cars value. So that's just silly.

Most Hondas are safe and don't need roll cages.
