If they are on proper rims, sure. Get a bit more torque, less MPG. Doesn't matter if safety is an issue.

What part of 16" wheels vs. 17" wheels don't you understand? You'd need a completely different set of wheels + the vehicle would lose about 1/2" to an inch of ground clearance.
