They are probably both good
"Better" depends on what you want to ride.
The Big Ruckus is 50-State Freeway Legal. If you want to ride the Interstates, you want the 250.
The Grom has a manual transmission. If you want more control of the throttle, you want the 125.
They are different bikes for different people. Pick the one that you like.
I would look for something else. The Grom is tiny and the Ruckus looks quite cool but is more styled to be a rufty-tufty survivalist bike while still being a basic scooter with some bodywork missing. But any bike is better than no bike so the Ruckus for me.
