I don't know that Honda, but I did rent a 171cc SYM scooter in Hawai'i; two up, over 32 Stone combined, no problem running up Waimea Canyon.
NO not safely The maximum safe carrying capacity is 126 kg = 277 lb = 20 stones
Why such a small bike for 2 people? If it's just around the city, and you never need to get above 45 - 50 mph, might be adequate. But just barely. Heck, I've got a Honda Rebel 250 & it's ok for one. But at highway speeds (and with 2 people), it would be underpowered.
The Honda CG125 and the Chinese-made rips are the mainstay of family transport all across SE Asia and you often see pics of them loaded up with 5-people and several farm critters. OK, Asians don't like pies as much as bloated westerners, but the bike's carrying capacity is not gonna be an issue

The GRS 125 is new and is around 2000 pounds at my dealer, pretty bike and feels nice, Austrian made so its a European bike. The CBF125 is a 2010 model with 310 miles, pretty much new and seems nice too, it comes around 1700 pounds.
