I know it's a honda xr650l, but what year is it?
Also, that protective thing right about the headlights does not look like stock. If I wanted to buy that where would I look?

If you have access to the bike it should say on the steering neck. My best guess would be late "80"s to early "90"s as for the fairing around the H/L try "Ascerbis" or any other after market replacement plastic parts dealers

Otherwise, it's very difficult to tell the various model years from a picture. There were so few changes to that bike over the years and if White is not it's original color or if white was a common color, we can't even narrow it down that way.
Many Honda's have the year of manufacture on the VIN tag which should be on the headstock or one of the frame members of the bike.
Google "XR650 accessories" to find things like the headlight protector.
