My Brakes aren't working 99 Honda Accord?
I noticed that I had a leak around the tire would that be the problem?

Yes, that would be a problem. That fluid is they hydraulic fluid that make your brakes work. As that fluid leaks out, they'll get weaker and weaker. Pretty soon, you'll notice that pushing the brake pedal all the way to the floor barely stops the car, and soon after that, having your foot on the brake all the way down won't stop the car at all and you won't be able to stop.

A BRAKE LEAK is a bit more serious.
It depends on what's leaking. If it's brake fluid, it will be clear, but almost for sure the brake warning indicator will be red on your dashboard.
It's irrelevant, because you are going to have to go to a mechanic, regardless.
