Can an individual defog another individual's headlights in a minute, and charge $80 for defogging both headlights? So $40 for e?

Ach headlight on the 2008 Honda Civic

Civic Coupe was done on the streets.

Only if the fee was agreed before the job was done.

You are not paying for the time but the knowledge.
They also have to travel to you.
If you had sent it to a shop for a day you would have been happy even if they took the same time.
Much less convinient for you though.

Can my doctor charge $5215.00 for a procedure that takes less than 10 minutes, and call it surgery when it is done in her office?

An "individual" can charge $800.00 PER LIGHT if he chooses to do so. At least at this time, there are no mandated price settings. You might be so ugly I wouldn't touch your lights for all the gold in Ft Knox! Then again you might be so hot that I install new lenses free. Pricing is MY choice. You have the choice to choose.

People are free to charge anything they want for their services. YOU don't have to hire them to do the work, but if you DO allow them to work on your car, then you have to pay what they charge.

When a kit for doing them is available for $30 and on Youtube there are plenty of DIY videos for under $10 per pair? I doubt it.
