Can I put this on my Lease Car?(I'm Buying it)?
(California) 2016 Honda Civic Ex-T. Do I have to inform the DMV that I change my licenses plate? I'm not going to change the text, the text will be the same as my original license plate. 
Does California allow you to have a plate on your car that isn't issued by the DMV? How would they get the decals?
Since you can't change anything on your plates or registration without going through the DMV, yes you'll need to inform them.
It's not like anyone else deals in licence plates in California, you know.
