Should i buy this 2006 Honda civic Si?

It is blue, with 123,000 miles.

Exterior is in good co edition, front bumper is missing a little paint I'm guessing from rocks

Inside the shift knob is pretty scratched up.

Haven't gone to see it yet, but if all goes well and it shifts good and doesn't need anything done to it… Should I give him his asking price?

He wants $7500

I need something reliable and good on gas to drive to school.

You can redo it to suit the car condition. A Pre-purchasing inspection with the repair estimate can be done at any repair shop or at the dealer will let you see what the condition the car is in and will give you the tool in the price negotiation.

Of course you'll need to test drive it yourself to see, feel if the car suit your driving or have concerns so you can talk with the place where the Pre-Purchase Inspection will take place.

Honda vehicle with Automatic transmission has had problem with 1999-2004 models. I have no idea about 2006 but FYI:
