What could cause high emissions in 94 Honda civic?

My car did not pass smog cause of high emissions and cracked pcv hose.

How many miles on it? How often do you do tune ups? How often is the oil changed? Parts may need to be replaced; such as the Cat or Spark plugs/wires or distributor cap. Your fuel injectors could be dirty. What octane do you use? Which hose is cracked? Maybe it may be time to upgrade?

A cracked PCV valve/ hose can be one of the reason and the cause for failing. I assume that you're living in Ca? Why didn't you have a "Pre test" done before hand? Yes, you have to pay for but it would be a complete test and with the five gas readings, the technician can tell you what need to be repair or not. If everything look good, a final test can be run.

The nice thing is the "Pre test" will not be report to the State of California and it'll not go against your record.

It would be nice if you can include what has failed. I'm just guessing here because I have nothing to go by with besides the PCV hose like you said. The most common causes are:

1- High NOX (NO) a running lean engine: The causes can be vacuum leak, MAF, ECT sensor, O2 sensors etc. Timing relate, EGR System, Carbon build up, Hot engine, the CAT has failed.
2- High Co is an engine run Rich: Could be O2 sensors, air filter, MAP, CAT, TPS, ECT Sensors, Fuel Injectors, PCM has failed.
3- High HC is a Misfire ( Unburned Fuel ) could be a simple thing like your cracked PCV hose, Vacuum leak, Timing, low engine compression, some components of the ignition system has failed like distributor, spark plugs etc. Or CAT has failed.

Be best that have the car check out by certified Smog Technician and run a pretest and see what need to be done according to the regulation. I'm not running any test nor seeing the vehicle directly so I don't know what else I can tell you to repair. HTH
