Bad relay or a short in the steering wheel. Of wait, passport isn't a car, is it?
Something got in the way.
It may be a problem in the horn button.
The horn relay is stuck or possibly the steering column swich is stuck or a shorted pair of wires in the steering column.
Hi simple the horn needs an earth connection so somewhere in the horn wiring it is getting an earth connection
Shorted relay or stuck horn switch. Replace the relay and see if that fixes the issue.
