Yessir there's you should take apart and clean out the engine drain the old gas and obviously change the oil and battery the chain is also of concern and checking if it has spark
Yes, there's a chance you can bring it to life. You need to figure out the problem, then correct that. It needs a good battery and good fuel.
If it will turn over with compression then there's a good chance of getting it going again. Get hold of a copy of the manual for it & do some reading before going too far & potentially doing more damage.
If it worked before it was put in there you should be able to get it fixed, take it to a mechanic.

Drain the tank and carb and put fresh gas. Change the oil. Put a new battery. Crank the engine manually (at the flywheel nut) about 5 complete turns. Remove the spark plug. Spray brake parts cleaner on the cylinder. Installl a new plug. Try to start. No start, check for spark. No spark, replace the coil and CDI module. If it starts, clean or rebuild the carb
