Can I get a motocycle liscence at 16 in RI?

I'm turning 16 next month and I'm getting a motocycle, probably the honda cbr500r
Am I suppose to have a full regular driver's liscense first? Or can I get my motocycle endorsment with a learner's permit?

Motorcycles

Rhode Island requires a special license to operate a motorcycle and the completion of a motorcycle safety course provided by the Community College of Rhode Island (CCRI). For more information please call (401) 825-1214.
Forms and Fees

Bring the CCRI motorcycle safety certificate and a valid RI license to any DMV branch location.
Refer to the third page of the License/ID/Permit Application for a list of documents needed to perform this transaction.

Things to Know

The motorcycle permit is valid for 18 months.
After the minimum 30 day period, return to any DMV branch location with the motorcycle permit and valid RI license to receive your motorcycle license.

Limited Instruction Permit (age 16 to 18)

A Rhode Island drivers permit can be issued to any Rhode Island resident who is 16 but less than 18 years of age, and has completed the 33 1/2 hour driver education course certified by the Community College of Rhode Island. For more information call CCRI (401) 825-1214.

Applicants who have completed a driver education class outside of Rhode Island must get their course approved by CCRI. Then come to the DMV headquarters in Cranston with the yellow CCRI certificate to take a computerized knowledge exam.

I'm new to riding and I'm 19 live and born in South TX. My dream bike is the zx6r but I'm starting on the ninja 300 to learn on. If you get the cbr500r be alert 100%. Your a new rider I would say start on a 300cc are a 250 but iv known people to start on a 600cc but did not have fun at first because they had no clue what they were doing so ride smart and get the gear and don't ride stupid right away ride smart. In RI I believe your ok to ride a bike at 16 with out a learners permit. Due to 16 years of age is legal driving age. Drive smart brother.
